It reflects on the triple relationship between global environmental change, State role in the face of this change and generation of public value from this interaction. This triangular relationship expresses a position related to public policies on global environmental change with protection and sustainable use of common goods, rights of populations to exercise the decision-making power of local communities in relation to issues such as food sovereignty and the right to economic security.

It is a set of papers prepared within the International Seminar “Global Environmental Change, State and Public Value”, held on February 06 and 07, 2014, in Bogotá.
